{"id":13981,"date":"2024-08-13T13:43:44","date_gmt":"2024-08-13T17:43:44","guid":{"rendered":"https:\/\/pluginamerica.org\/?p=13981"},"modified":"2024-08-13T13:55:38","modified_gmt":"2024-08-13T17:55:38","slug":"can-ev-batteries-be-used-again","status":"publish","type":"post","link":"https:\/\/pluginamerica.org\/can-ev-batteries-be-used-again\/","title":{"rendered":"Can EV batteries be used again?"},"content":{"rendered":"<p><i><span style=\"font-weight: 400;\">By Ellie Peichel (Plug In America) and Jessica Dunn (Union of Concerned Scientists)<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The number of electric vehicles (EVs) on our roads has been increasing at an exceptional rate, reaching <\/span><a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/global-electric-car-sales-rose-31-2023-rho-motion-2024-01-11\/\"><span style=\"font-weight: 400;\">9.5 million<\/span><\/a><span style=\"font-weight: 400;\"> EVs sold around the world in 2023. The EV transition offers many advantages, including reducing overall greenhouse gas emissions from the transportation sector.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the end of an EV\u2019s 10-15 year lifespan, the lithium-ion batteries powering the vehicle typically retain about 70-<\/span><a href=\"https:\/\/ieeexplore.ieee.org\/stamp\/stamp.jsp?arnumber=8718282\"><span style=\"font-weight: 400;\">80 percent<\/span><\/a><span style=\"font-weight: 400;\"> of their original capacity. At this point, there are several excellent options for the battery: it can be reused, repurposed, or <\/span><a href=\"https:\/\/blog.ucsusa.org\/jessica-dunn\/are-ev-batteries-recyclable\/\"><span style=\"font-weight: 400;\">recycled<\/span><\/a><span style=\"font-weight: 400;\">. Battery reuse includes using batteries in a similar application placed directly in another vehicle; repurposing includes using batteries in a completely different application like stationary energy storage, and recycling is the process of recovering minerals to make new batteries.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Battery reuse and repurposing have substantial environmental benefits because they reduce the need to manufacture new batteries and extend the useful life of existing ones. Repurposing gets the most hype out of all the second-life solutions since it is an excellent option that uses old EV batteries to support a renewable grid. But let\u2019s first talk about an option typically glossed over\u2014EV battery refurbishing and reuse.\u00a0<\/span><\/p>\n<h2><strong>EV batteries can be refurbished and reused.<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Battery reuse occurs when refurbished battery packs are reused directly in another EV application, such as in a vehicle requiring shorter travel distances. Refurbishing batteries is similar to refurbishing other electronics \u2013 non-working parts are repaired\/replaced to restore performance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the last ten years, EV battery technology has significantly improved, increasing battery range. Because of this development, refurbishment and reuse are becoming a more viable option. In 2023, the median EV range reached <\/span><a href=\"https:\/\/www.energy.gov\/eere\/vehicles\/articles\/fotw-1323-january-1-2024-top-range-model-year-2023-evs-was-516-miles-single\"><span style=\"font-weight: 400;\">270 miles<\/span><\/a><span style=\"font-weight: 400;\"> for 2023 models. That\u2019s almost 200 miles more than a decade ago, and future batteries will continue to improve!\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As more EVs enter the market and older EVs reach the end of their useful life, there will be a resulting influx of used or retired battery systems that need to be processed. Battery refurbishing and reuse can be employed as tools to extend vehicle system lifetimes. This, in turn, can mitigate the need for new EVs and batteries, mitigating mineral usage and <\/span><a href=\"https:\/\/www.ucsusa.org\/sites\/default\/files\/2021-02\/ev-battery-recycling-fact-sheet.pdf\"><span style=\"font-weight: 400;\">impacts<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><strong>And repurposed for use in stationary storage.<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">EV batteries can also be repurposed for different applications. As the electricity grid transitions to renewable energy, more stationary storage batteries are necessary to ensure electricity is always available. After a battery is used in an EV, it is removed from the car and tested several times to determine its health and suitability for stationary storage use. If it is in good condition, the battery is connected to several others to create a more extensive battery system. Many of these systems support solar arrays, such as the B2U system in the photo below.<\/span><\/p>\n<div id=\"attachment_13982\" style=\"width: 676px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-13982\" class=\"wp-image-13982\" src=\"http:\/\/pluginamerica.org\/wp-content\/uploads\/2024\/08\/second-life-blog-300x169.jpg\" alt=\"\" width=\"676\" height=\"381\" srcset=\"https:\/\/pluginamerica.org\/wp-content\/uploads\/2024\/08\/second-life-blog-300x169.jpg 300w, https:\/\/pluginamerica.org\/wp-content\/uploads\/2024\/08\/second-life-blog-1024x576.jpg 1024w, https:\/\/pluginamerica.org\/wp-content\/uploads\/2024\/08\/second-life-blog-768x432.jpg 768w, https:\/\/pluginamerica.org\/wp-content\/uploads\/2024\/08\/second-life-blog.jpg 1500w\" sizes=\"auto, (max-width: 676px) 100vw, 676px\" \/><p id=\"caption-attachment-13982\" class=\"wp-caption-text\">Source: <a href=\"https:\/\/calepa.ca.gov\/wp-content\/uploads\/sites\/6\/2022\/05\/2022_AB-2832_Lithium-Ion-Car-Battery-Recycling-Advisory-Goup-Final-Report.pdf\">CA Lithium-ion Battery Recycling Advisory Group report.<\/a> This is 25 MWh of storage capacity made up of 1,300 former EV batteries tied to a solar energy facility in Lancaster, California.<\/p><\/div>\n<h2><strong>What are the barriers to reuse and repurposing?\u00a0<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Refurbished and repurposed batteries are competing with new batteries placed on the market, which have been dropping in price due to innovation. This innovation is excellent for the EV and stationary storage market. Still, because there are currently costly barriers to the second-life market, in some cases, it is cheaper to buy a new battery than a refurbished or repurposed one.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These costly barriers can be grouped into a few categories that follow the process of refurbishing and repurposing: transport, testing, and disassembly. Solutions to these barriers are given in the following section.<\/span><\/p>\n<h4><b>Additional costs of transportation<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Once batteries are taken from a vehicle, they are classified as <\/span><a href=\"https:\/\/blog.ucsusa.org\/hanjiro-ambrose\/the-second-life-of-used-ev-batteries\/\"><span style=\"font-weight: 400;\">hazardous waste<\/span><\/a>. They<span style=\"font-weight: 400;\"> are, therefore, controlled by the rules that govern the transportation of hazardous wastes (which are often quite costly). There currently isn&#8217;t a separate waste classification for lithium-ion batteries or a testing process to certify a used battery as safe for a second life. Therefore, we cannot treat and ship these batteries similarly to a new battery entering the market. The EPA will propose<\/span><span style=\"font-weight: 400;\">\u00a0new rules<\/span><span style=\"font-weight: 400;\"> for waste designations to improve the management and recycling of batteries, which may address this issue.\u00a0<\/span><\/p>\n<h4><b>Difficult to disassemble<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">The EV battery is not designed to be disassembled, making it difficult to deconstruct. They also are not designed in a standardized way between makes, models, and even model years; therefore, the process cannot be automated. Some repurposing companies forgo the disassembly process because of the associated time and cost; instead, they use the full battery pack, as seen in the photo above. Using the full pack may cut down on disassembly costs, but battery efficiency losses are associated with not taking out bad cells or grouping cells based on their capacity.<\/span><\/p>\n<h4><b>Lengthy testing process<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">To determine if a battery is suitable for reuse, it is crucial to know <\/span><a href=\"https:\/\/blog.ucsusa.org\/jessica-dunn\/battery-state-of-health-what-is-it-why-is-it-important\/\"><span style=\"font-weight: 400;\">battery characteristics<\/span><\/a><span style=\"font-weight: 400;\"> such as temperature, voltage, and capacity. <\/span><span style=\"font-weight: 400;\">Gathering<\/span><span style=\"font-weight: 400;\"> this information was previously time and labor-intensive and required a battery&#8217;s full charging and discharging while being monitored. Startups are now developing tests to determine these necessary data points in only a few minutes, drastically reducing time and associated costs.\u00a0<\/span><\/p>\n<h2><strong>Yes, all batteries should eventually be recycled.<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Eventually, all batteries should be <\/span><a href=\"https:\/\/blog.ucsusa.org\/jessica-dunn\/are-ev-batteries-recyclable\/\"><span style=\"font-weight: 400;\">recycled<\/span><\/a><span style=\"font-weight: 400;\">. Recovered minerals from recycling can be used to manufacture next-generation EV batteries, offsetting the need for newly mined minerals. This is essential for reducing the environmental and social harms associated with mining and increasing the <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0921344922003317\"><span style=\"font-weight: 400;\">overall sustainability<\/span><\/a><span style=\"font-weight: 400;\"> of EVs. While recycling is advantageous, it is essential not to skip the reuse and repurposing steps. <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1111\/jiec.13414\"><span style=\"font-weight: 400;\">Research<\/span><\/a><span style=\"font-weight: 400;\"> has shown that it is more environmentally beneficial to repurpose battery packs before recycling, even with the mineral efficiency of batteries increasing.<\/span><\/p>\n<h2><strong>Policy solutions to increase reuse and repurposing.<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The US does not need to reinvent the wheel regarding policies that promote circularity in our battery supply chains. We can look to the <\/span><a href=\"https:\/\/www.europarl.europa.eu\/RegData\/docs_autres_institutions\/commission_europeenne\/com\/2020\/0798\/COM_COM(2020)0798_EN.pdf\"><span style=\"font-weight: 400;\">European Union Battery Law<\/span><\/a><span style=\"font-weight: 400;\"> for guidance on many policies that help facilitate battery reuse, refurbishing, repurposing, and finally, recycling. Below are some of these policies:<\/span><\/p>\n<h4><b>Extended producer responsibility (EPR)<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Extended producer responsibility makes the auto manufacturer responsible for ensuring that retired batteries are reused, repurposed, or recycled at the end of their life in an EV. When this requirement is placed on automakers, they are more likely to design the batteries and collection process to increase efficiency and thus decrease the costs of end-of-life management.\u00a0<\/span><\/p>\n<h4><b>Designing for disassembly<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Disassembly of EV batteries is an essential stage in reusing, repurposing, and recycling. As noted earlier, it is complicated by design variance, design complexity, and safety issues from varying end-of-life conditions. For example, inside individual EV battery modules, <\/span><a href=\"https:\/\/grist.org\/transportation\/ev-battery-repair-is-dangerous-heres-why-mechanics-want-to-do-it-anyway\/\"><span style=\"font-weight: 400;\">cells are usually glued or welded together<\/span><\/a><span style=\"font-weight: 400;\">. This makes it extremely difficult or impossible to replace dysfunctional cells individually. The solution lies in designing batteries to make them easier and safer to disassemble later.<\/span><\/p>\n<h4><b>Battery labeling<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Battery labeling is a crucial step in ensuring all players along the battery supply chain have access to the information they need. Battery labels convey information about battery materials, chemistry, and design.<\/span><\/p>\n<h4><b>Digital battery identifier<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">A digital identifier for each battery can make data necessary for reuse, repurposing, and recycling accessible. This information includes <\/span><a href=\"https:\/\/blog.ucsusa.org\/jessica-dunn\/battery-state-of-health-what-is-it-why-is-it-important\/\"><span style=\"font-weight: 400;\">battery state of health<\/span><\/a><span style=\"font-weight: 400;\">, battery chemistry, recycling content, and other key environmental and human rights information on batteries. The Global Battery Alliance is working with the EU to create a <\/span><a href=\"https:\/\/www.globalbattery.org\/battery-passport\/\"><span style=\"font-weight: 400;\">Battery Passport<\/span><\/a><span style=\"font-weight: 400;\"> to fulfill the EU Sustainable Batteries Law requirements. The US could implement something similar to the Battery Passport to ensure sourcing transparency, support end-of-life processes, and track the overall lifecycle of batteries.\u00a0<\/span><\/p>\n<h2><strong>Let\u2019s create a sustainable energy and transportation system.<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Promoting EV battery refurbishment, reuse, and repurposing in conjunction with recycling is paramount for establishing a sustainable and circular battery economy. By extending the lifespan of EV batteries through reuse and refurbishment, we significantly <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/jiec.13414\"><span style=\"font-weight: 400;\">reduce the impact<\/span><\/a><span style=\"font-weight: 400;\"> associated with battery production and disposal. Repurposing EV batteries for secondary applications beyond vehicular use maximizes their value and utility. Although no longer suitable for primary EV functions, these batteries still possess substantial energy storage capacity that is suitable for stationary storage systems.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By prolonging the life of EV batteries and providing second-life opportunities, we can decrease the impacts of battery production by reducing demand for <\/span><i><span style=\"font-weight: 400;\">new<\/span><\/i><span style=\"font-weight: 400;\"> batteries. Regardless of whether batteries are reused, batteries will ultimately need to be recycled. Recycling can help mitigate impacts on communities along the battery value chain while strengthening the EV supply chain. This can be accomplished by increasing our domestic supply of energy transition minerals and reducing our need for primary materials extraction.
