Improving vehicle technology and electric vehicles saves consumers money through reduced maintenance and fuel costs and improves air quality and public health. To continue unlocking these benefits for communities by advancing vehicle technology, the U.S. federal government has worked on two programs in particular: <\/span><b>EPA\u2019s Light Duty Vehicle Emissions (LDV) Standards<\/b><span style=\"font-weight: 400;\"> and <\/span><b>NHTSA\u2019s Corporate Average Fuel Economy (CAFE) Standards<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So what are these rules, and how will they benefit people across the country?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Environmental Protection Agency (EPA) <\/span><b>regulates the emission of air pollutants from vehicles<\/b><span style=\"font-weight: 400;\">, while the National Highway Traffic Safety Administration (NHTSA) <\/span><b>sets fuel economy standards for vehicles<\/b><span style=\"font-weight: 400;\">. Though the standards are intended to complement one another, they have distinct goals and structures. See our table below for a side-by-side comparison.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-13565\" src=\"http:\/\/pluginamerica.org\/wp-content\/uploads\/2023\/10\/Table-Setting-New-Standards-for-Clean-Cars.png\" alt=\"Chart outlining differences between EPA and NHTSA rules\" width=\"1000\" height=\"1182\" srcset=\"https:\/\/pluginamerica.org\/wp-content\/uploads\/2023\/10\/Table-Setting-New-Standards-for-Clean-Cars.png 1000w, https:\/\/pluginamerica.org\/wp-content\/uploads\/2023\/10\/Table-Setting-New-Standards-for-Clean-Cars-254x300.png 254w, https:\/\/pluginamerica.org\/wp-content\/uploads\/2023\/10\/Table-Setting-New-Standards-for-Clean-Cars-866x1024.png 866w, https:\/\/pluginamerica.org\/wp-content\/uploads\/2023\/10\/Table-Setting-New-Standards-for-Clean-Cars-768x908.png 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<h4><b>Clean cars can improve air quality and public health\u00a0<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Transportation is the largest source of carbon pollution in the U.S. and a major source of toxic pollutants that dirty our air and harm human health and our climate. Currently, <\/span><a href=\"https:\/\/www.lung.org\/research\/sota\/key-findings\"><span style=\"font-weight: 400;\">more than 1 in 3 Americans<\/span><\/a><span style=\"font-weight: 400;\"> live in places with unhealthy levels of air pollution. These combined rules will help drive significant air quality and public health improvements through key solutions like the widespread adoption of electric vehicles\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">EPA\u2019s proposed standards follow and augment EPA\u2019s previous federal emissions standards for passenger vehicles for model years 2023 through 2026. Public opinion is in favor of this strategy; <\/span><a href=\"https:\/\/www.dataforprogress.org\/blog\/2023\/8\/2\/voters-support-the-epas-proposed-vehicle-rules-on-greenhouse-gas-emissions\"><span style=\"font-weight: 400;\">voters support the new EPA rules limiting vehicle pollution<\/span><\/a><span style=\"font-weight: 400;\"> for both heavy-duty (68% support) and light- and medium-duty vehicles (64% support). According to the <\/span><a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-proposes-strongest-ever-pollution-standards-cars-and\"><span style=\"font-weight: 400;\">EPA<\/span><\/a><span style=\"font-weight: 400;\">, the standards as proposed would:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">A<\/span><span style=\"font-weight: 400;\">void 7.3 billion tons of CO2 emissions through 2055<\/span><span style=\"font-weight: 400;\"> (equivalent to more than twice the total U.S. CO2 emissions in 2022) if both the proposed light- and medium-duty vehicle standards are adopted.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduce other harmful air pollution and lead to fewer premature deaths and serious health effects such as hospital admissions due to respiratory and cardiovascular illnesses.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Result in the benefits of the proposed standards exceeding costs by at least $1 trillion.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In complement, if the CAFE standards are finalized as proposed, NHTSA projects their preferred alternative would <\/span><a href=\"https:\/\/www.nhtsa.gov\/press-releases\/usdot-proposal-updated-cafe-hdpuv-standards\"><span style=\"font-weight: 400;\">prevent more than 900 million tons of CO2 emissions<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 the equivalent of taking more than 233 million vehicles off the road from 2022 through 2050.<\/span><\/p>\n<h4><b>Consumer cost savings <\/b><b><i>and<\/i><\/b><b> energy security are within reach\u00a0<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Gas prices are volatile, and many Americans\u2019 wallets are strained when gas prices surge, especially as they did last summer. Both EPA\u2019s and NHTSA\u2019s standards will deliver helpful consumer cost savings. Strong fuel economy standards can protect households from unpredictable price changes. Reducing demand for oil through fuel economy standards also helps protect overall American energy costs and improves energy security from erratic global energy markets.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">NHTSA\u2019s proposed standards build off of previous NHTSA standards to drive American vehicle innovation that benefits consumers. Unsurprisingly, consumers support increasing fuel economy; <\/span><a href=\"https:\/\/advocacy.consumerreports.org\/wp-content\/uploads\/2023\/03\/Consumer-Reports-Fuel-Economy-2022-National-Sample-Report.pdf\"><span style=\"font-weight: 400;\">seven in ten American drivers<\/span><\/a><span style=\"font-weight: 400;\"> say that fuel economy is very important or important to them when considering what vehicle to purchase or lease. In 2021, <\/span><a href=\"https:\/\/www.epa.gov\/automotive-trends\/highlights-automotive-trends-report#:~:text=1.-,New%20vehicle%20estimated%20real%2Dworld%20CO2%20emissions%20are%20at,a%20record%20high%2025.4%20mpg.\"><span style=\"font-weight: 400;\">real-world fuel economy<\/span><\/a><span style=\"font-weight: 400;\"> was over 25 mpg (compared to the proposed 2032 target of 58 mpg.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If the CAFE standards are finalized as proposed, <\/span><a href=\"https:\/\/www.nhtsa.gov\/press-releases\/usdot-proposal-updated-cafe-hdpuv-standards\"><span style=\"font-weight: 400;\">NHTSA states<\/span><\/a><span style=\"font-weight: 400;\"> their preferred alternative would:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Save consumers more than $50 billion on fuel over the vehicles\u2019 lifetimes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduce our dependence on oil by avoiding the need for more than 88 billion gallons of gasoline through 2050.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Additionally, <\/span><a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-proposes-strongest-ever-pollution-standards-cars-and\"><span style=\"font-weight: 400;\">EPA\u2019s proposed standards would<\/span><\/a><span style=\"font-weight: 400;\">:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Save the average consumer $12,000 over the lifetime of a light-duty vehicle (compared to a vehicle that was not subject to the new standards) by accelerating the adoption of technologies that reduce fuel and maintenance costs alongside pollution.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduce oil imports by approximately 20 billion barrels.<\/span><\/li>\n<\/ul>\n<h4><b>Improving our standards<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">These standards offer the opportunity to improve our air quality and public health and reduce consumer costs.
